Purpose & Vision

1. Equity & Access

Vision (by 2030):

Every student, regardless of background, receives individualized support and high expectations, closing performance gaps.

Funding and resources are allocated equitably, based on student needs.

All students gain access to advanced courses, technology, and talent-aligned pathways sboe.texas.gov.

Key Recommendations:

Ongoing equity research to guide policies.

Apply the 2018–2023 Tech Plan locally to support differentiated instruction.

Public officials should align resources based on peer-reviewed evidence.

2. Student Engagement & Empowerment

Vision:

A student-centered system featuring early learning through graduation, with embedded enrichment through school and community-based programs.

Foster student voice in school decisions.

Promote development of qualities like empathy, grit, and optimism.

Guarantee full funding for early learning through 3rd grade (e.g., full‑day PK, grade‑level reading/math) sboe.texas.gov.

Selected Recommendations:

Collaborate to strengthen school counseling and support services.

Optimize state assessments to be more integrated and beneficial to students/teachers sboe.texas.gov.


3. Family Engagement & Empowerment

Vision:

Families are recognized as key partners, with access to metrics and support.

Recommendations:

TEA to create a family engagement division, including an online portal and helpline.


4. Educator Preparation, Recruitment & Retention

Vision:

Inspire and retain high-quality educators through career advancement, recognition programs, and supportive leadership at all school levels.

Recommendations:

Implement mentoring and leadership pipelines.

Offer incentives, especially for rural and high-need regions.


Technology Plan (Appendix D)

Progress & Legislative Implementation
